As per the latest notification issued by Union Public Service Commission (UPSC) on 30 May 2014, applications are invited from eligible candidates for the IAS (Civil Services) Preliminary Examination. The Examination will be held on 24th August 2014 for the recruitment to various posts and services.

  • Total Number of Posts: 1291

  • 26 posts reserved for category- physically handicapped (i.e 12posts for LDCP, 2posts for B/LV and 12posts for H.I)

  • Reservation for Scheduled Caste or a Scheduled Tribe (SC/ST), OBC and physically Disable categories will be done as per Government Rules.

Eligibility

(1) Age


As per letest notification, the general category candidate who applies for UPSC examination must have born between 02nd August 1982 and 01st August 1993, i.e the age between 21years and 32years as on 01st August 2014.
Age relaxation:
  • 5years more for the candidate belongs to a Scheduled Caste or a Scheduled Tribe (SC/ST)

  • 3years more for OBC catogory,

  • 5 years more for those candidate who lived in Jammu & Kashmir for the period between 1st January, 1980 and 31st December, 1989.

(2) Nationality


  • For the post of Indian Administrative Service (IAS) and the Indian Police Service (IPS), Candidate should be an Indian Citizen

  • For all other posts, candidate either (a) an Indian citizen or (b) Nepal or (c) a subject of Bhutan, or(d) a refugee from Tibetan who came to India before 1st January, 1962 with the intention of permanently settling in India, Or (e) Candidate of an Indian Origin migrated from Pakistan, Burma, Sri Lanka, East African countries of Kenya, Uganda, the United Republic of Tanzania, Zambia, Malawi, Zaire, Ethiopia and Vietnam with an aim to settle down in India permanently.

  • In case of candidates from categories (b)(,(c), (d) and (e)
    (a) They are required to submit an eligibility certificate issued by the Govt.of India
    (b) They are not eligible for India Foreign Service appointment

(3) Educational Qualifications


  1. The candidate who have passed a minimum degree from any Universities incorporated by an Act of the Central or State Legislature in India or other educational institutions established by an Act of Parliament or declared to be deemed as a University under Section-3 of the University Grants Commission Act, 1956 or possess an equivalent qualification.

  2. Candidates who have already appeared for the qualifying examination in the academic year 2013-14 and waiting for the result can apply for Preliminary examination.

  3. Candidates who will be eligible for the Civil Services (Main) Examination have to produce the proof of passing the qualifying examination along with their application for Civil Services (Main) Examination.

  4. The Expected date of applications for the Civil Service Main Examination is in December 2014.

(4) Number of attempts

As per the latest notification of UPSC for the Civil service examination 2014,
  • For general category candidates - 6 attempts.

  • For physically handicapped candidate from General Category- 9 attempts

  • For Other Backward Classes (OBCs ) – 9 attempts

  • For Scheduled Caste (SC) and Scheduled Tribe (ST) categories -No restriction on the number of attempts.

    How to Apply

    Note : Before start filling up of Online application candidate have to keep ready of his/her scanned photograph and signature in jpg format. Size of the photograph should be less than 3kb and 1kb for the signature.
    Candidates should apply through website http://www.upsconline.nic.in only.

    Candidates will get all the instructions for filling the online application in this website. For a brief instruction, candidate can refer Appendix-II.

    While online application candidates are requested not to submit any documents for any proof. Proof of documents will be applicable to those students who will be eligible to apply for Main examination.

  • Candidates have to pay Rs. 100/-
    (SC/ST/ Female/Physically Handicapped candidates are exempted from fee)

    1. By cash deposit in any branch of State Bank of India (SBI) OR

    2. By net banking of State Bank of India/State Bank of Bikaner & Jaipur/State Bank of Hyderabad/State Bank of Mysore/ State Bank of Patiala/State Bank of Travancore OR

    Important Dates

    • Opening Date of online application: 31 May 2014

    • Closing Date of online application: 30 June 2014 (till 11.59 p.m)

    • Preliminary Examination Date: 24 August 2014

    • Eligible candidate will be issued the e-Admission Certificate: Before 3 weeks of the preliminary examination date.

    • Candidate can download the e-Admission certificate from the UPSC website www. upsc.gov.in (please note that no admission certificate will be sent by post).

    Selection Criteria

    The Civil Services Examination will be managed in two stages.

    (i) Civil service Preliminary examination:



  • It is an objective type examination for selection to Main Examination.

  • It consists of 2 papers of 200 marks each make total of 400marks.

  • Duration of each paper is 2hours.

  • For blind candidates there is an extra 20 minutes time allowed for each paper.

  • Question paper will be in both Hindi and English.


  • (ii) Civil Services Main Examination (Written and Interview) :


    Candidates those will be qualified in preliminary examination will have to appear for the Main Examination and after that they will be called for Personal Interview for the selection to various posts.

    Negative marks


    • There will be a negative mark for each wrong answer. i.e one third (0.33) marks will be deducted.

    • If the candidate gives more than one answer for the same question it will be treated as wrong answer.

    • If any question is unanswered or answer is blank, there will be no negative mark.
