It take several minutes to heat up to the right temperature to bake something. Here is the process:

- Remove every thing form oven
- Place the shelf in the position you want to be for baking before the oven gets hot
- Cross check the pre heat level of your recipe and switch on the oven as per instruction and set the right temperature
- Wait until oven reaches to the right temperature and then place the food

Note:
- Modern ovens have a setting by which you can see the current temperature or beep sound when ready.
- For old style oven you need to wait for around 10 to15 min for oven to be fully heated.
A temperature indicator can be purchased from market to hang inside the oven

The convention models of microwave help in baking a cake or making a non veg dish that needs oven heating. The recipe you would have read should be about either of the above which require heating up of oven.

It is better to learn from the company personnel who come to install the microwave as to how to set the pre heat timings for certain dishes as it varies from brand to brand and also from capacity to capacity.

The microwave cannot be pre heated unless you have a tava or a pan inside it, that can be heated in a microwave.
It is an instant cooking method where in preheating the oven is not necessary unless you need to heat a tava in the convectional mode.
I have a whirlpool convention mode where in I have to preheat the Non stick tava which comes with the microwave for grilling and baking purposes. You just cannot preheat the microwave empty or just with the glass plate.
If you have to heat up the oven, put a glass / cup of water to heat up for a minute. Then the microwave will be hot enough for you.
Do not try to heat any empty vessel on just the microwave alone. It might get spoilt.

Only the conventional Ovens which are also known as OTG's can be preheated and if you meant that here is my answer

Microwave ovens do not need to be pre-heated, ever.
Conventional ovens need to be preheated to whatever temperature you will be eventually be cooking at. Example: If you are baking a cake, set the oven to 350 degrees - - a little red light should come on to tell you that the oven is pre-heating. When the little red light blinks off, the oven is pre-heated.
Convection ovens work the same as Conventional, only faster because they have a fan to help circulate the heat.
